We are creating the Virtual Cash Register (VCR), a very simple accounting system to allow community telecenters to log income and expenses in real-time while letting anyone with access to the Internet to see it. Financial transparency facilitates donations.

Community telecenters sell computer and Internet access time. It is thus necessary to account for the time spent by each user in each computer in order to provide a bill to the user. We propose the creation of ACTIME, a distributed software application to control individual computers by a manager node, allowing the manager to provide password protected access to users, account for the time used in the computer and provide a final bill.
